Preheat the oven to 180C for 15 minutes. Grease an 8-inch square baking pan.
In a large combine both the flours, baking powder, salt and sugar. Whisk all the dry ingredients together.
To this dry flour mix add cold butter cubes and massage it well, the flour mix should have a coarse texture, like almond meal.
Add the chocolate chips to this, now slowly add milk in 2 parts and combine to form a soft, gooey dough. I used the spatula first, then used my hands to bring the dough together.
Turn the dough to a flat surface, roll it into a log and cut them into equal pieces. I used my measuring scale and divided into 10 equal portions, weighing 72-75 grams approximately.
Grease a baking tray generously with butter, arrange the dough balls. Brush them generously with butter and sprinkle the cinnamon sugar on top.
Bake the rolls in the preheated oven for 30 minutes. Remove and brush the tops with the remaining butter. Let it cool down on a wire rack for 10 minutes. Enjoy them warm.
